Since i'm not sure what kinda business you'd like to establish, you can try the follwoing steps.
I: TOOLS
Make a list on what tools you need (cookware, equipment etc), get the prices and add them all up -- that'll be the cost for your tools.
II: PREMISES & EXPENSES
Find a suitable premises for your restaurant. Find out the terms for the lease and if you feel confident that you can cover it if business is not good. Also need to account for rates, running cost and other expenses for the duration of the lease. -And don't forget hired help!
III: MARKETING
No business will survive without proper marketing. Figure out what will make people eat at your place and get them to take action.
Add all the above cost and that should give you an idea of how much you'll need to get started. -- And it's always a good idea to over estimate the cost.
Good luck and stay savvy
